Because we still need to maintain that partially programmed sprinkling system: 1) We need to cancel (skip) sprinkling in case of rain or for some other reasons. 2) If sprinkling system breaks - we need to fix it (and cancel automated sprinklink before sprinklers are fixed). For example, if one of sprinklers does not close back after sprinkling, then lawn mower may cut a sprinkler's head off. If left untreated, then during next sprinkling time there would be sprinkling fountain.
