service@paypal.com emailed to me and asked to verify one of our developer's identity ... by faxing documents to:

It looks like PayPal jumped into a time machine and went back to the previous century.


service@paypal.com did NOT list any other options to upload documents.
The email ended with: "Please do not reply to this email. This mailbox is not monitored and you will not receive a response."

I replied anyway.

My resolution -- delete that developer account from the PayPal account.
Let's see if it would help.
